STAGES OF FORMATION AND DEVELOPMENT OF INTERNATIONAL WATER LAW

The article analyzes the stages of the formation and development of international water law from ancient times to the present day. It reviews key historical agreements, starting with the treaty between Umma and Lagash (3100 BC) and ending with modern framework agreements aimed at comprehensive water resource management. Particular attention is paid to the influence of major political and economic events on the conclusion of new agreements. The establishment of international water law in Central Asia after the collapse of the Soviet Union is also analyzed.
