LEVERAGING INTERNATIONAL BEST PRACTICES FOR ESTABLISHING MODERN TECHNOLOGICAL INDUSTRIAL ZONES IN UZBEKISTAN

This article investigates the establishment of modern technological industrial zones (TIZs) in Uzbekistan, aimed at enhancing district-level economic development. The study is guided by the 48th goal of the Decree of the President of the Republic of Uzbekistan, dated September 11, 2023, No. PF-158, which prioritizes the development of “driver” industrial sectors and the full utilization of regional industrial potential.The research employs a review methodology, analyzing international best practices from China’s Special Economic Zones (SEZs) and South Korea’s Free Economic Zones (FEZs). Key strategies such as strategic location selection, robust institutional frameworks, tailored incentives, and a focus on innovation and technology are examined in detail. The findings reveal that these elements have been pivotal in driving economic growth and technological advancement in China and South Korea. When adapted to Uzbekistan’s unique context, these practices have the potential to significantly boost regional economic development, reduce disparities, and achieve the nation’s industrial goals for 2030.Overall, this research provides a detailed roadmap for Uzbekistan, demonstrating how the country can leverage international experience to achieve its ambitious industrial and economic goals by 2030.
