CHALLENGES OF IMPLEMENTING SMART CONTRACTS INTO LEGISLATION OF UZBEKISTAN

This article analyzes the challenges of implementing smart contracts into Uzbekistan’s legal system. It
examines key aspects of smart contracts, including their automated nature and reliance on blockchain technology.
Special attention is given to the lack of a legal framework, issues of party anonymity, and the limitations of
traditional law enforcement in the context of the digital economy. Based on an analysis of legislative and technical
barriers, measures are proposed to improve the regulatory framework, including the development of a specialized
law, harmonization with international standards, the introduction of dispute resolution mechanisms, and the
enhancement of participants' legal literacy. The article also emphasizes the importance of integrating smart
contracts into sectoral regulations, such as land cadastre and financial services. The implementation of the
proposed recommendations will strengthen Uzbekistan's position in the global digital economy.
