This article covers the legal basis for the material support of minors or disabled persons and its implementation. The author also extensively analyzed the issues of administrative and criminal liability applied to the guilty party for non-fulfillment of material support obligations. Also, the criminal legislation of a number of countries, in particular, Germany and France, has been thoroughly studied on this issue.
