Muallifning ta’rifiga ko‘ra, maxsus missiyalar - bu bir davlatdan ikkinchi davlatga ma’lum bir vazifani bajarish yoki yuboruvchi davlat nomidan muayyan masalalarni hal qilish uchun ma’lum bir vaqt davomida qabul qiluvchi davlatning roziligi bilan yuboriladigan vaqtinchalik missiyalar.
