This article presents an analysis of the theoretical basis of the factors of improving the quality of management staff training based on innovative management. An educational institution should make full use of the achievements of science and technology in the management of the educational system. Therefore, it is important to use the scientific principle in the management of this country. One of the distinguishing characteristics of an education system is that it is, first, a service-providing unit that provides educational services, and second, a reward-generating unit. Based on this, it is highlighted that educational management is a comprehensive study that includes the ability to manage these two areas.
