The article presents the results of a study of the problems of improving the system of financial planning and budgeting at small businesses. The relevance of the research substantiates the need for financial planning and budgeting when making effective management decisions for small businesses. The role and place of small business in the economic development of the country was also analyzed based on the opinions of leading scientists.
