Abstract

This article analyzes the theoretical foundations of the concept of "social state" and the features of its manifestation in developed European countries (Germany, France, Scandinavia, etc.). It also reveals the legal status of this principle in the conditions of New Uzbekistan and shows the strengthening of the idea of ​​"social state" in the new edition of the Constitution of the Republic of Uzbekistan. The practical results of the reforms being implemented in social policy - measures to reduce poverty, provide social protection to the population, and achieve quality education and healthcare (the establishment of the National Agency for Social Protection, the introduction of new programs and digital registers) are analyzed. The legal foundations of building a social state on the basis of presidential decrees and resolutions are analyzed, and scientific conclusions and proposals are made in comparison with international experience.
