This article analyzes the strong interrelation between societal stability and personal responsibility. The author discusses the culture of accountability not only as a legal norm but also as an ethical and philosophical concept. Based on Al-Farabi’s “The Virtuous City”, the principles of civic duty, justice, and moral leadership are examined. The article also explores international legal frameworks on civil service responsibility and outlines the current reforms in Uzbekistan aimed at making public service more humane and people-oriented.
