Public procurement is an integral element of the modern market economy and plays an important role in ensuring the efficient use of budget funds, creating fair competitive conditions for entrepreneurs, and preventing corruption. Therefore, any agreements that restrict competition during the procurement process are regarded as serious violations that cause economic harm and entail legal liability.
