RELATIONSHIP BETWEEN DIPLOMATIC RANKS AND QUALIFICATION CLASSES OF CIVIL SERVICE POSITIONS OF THE REPUBLIC OF UZBEKISTAN: SOME ISSUES OF THE SIGNIFICANCE OF CLASSES AND RANKS IN DIPLOMATIC ACTIVITIES

Abstract

The scientific article provides a scientific analysis of the concept, attributes, features, procedure for assigning and correlation of diplomatic ranks and qualification classes of civil service positions of the Republic of Uzbekistan. The importance of studying qualification classes and diplomatic ranks in the framework of work in the diplomatic service bodies, insufficient scientific development on this research topic is separately emphasized. The specificity of the chosen topic consists in the high political and legal importance of the profession of a diplomat itself, the importance of consistent development of the science of diplomatic law in the context of the development of a state open to international dialogue. The scientific article set the goal of revealing the concept, differences and correlation of classes and diplomatic ranks of employees of diplomatic service bodies. Some problems of normative and legal nature were not ignored, the resolution of which requires serious law-making reforms in the legislation of the Republic of Uzbekistan. The methodology of the scientific article consisted of the methods of content analysis, theoretical review, comparison, juxtaposition, allocation of the particular from the general, modeling and legal forecasting. The result of the scientific work are conclusions and proposals for improving the legislation of Uzbekistan in the field of civil service, with subsequent guidelines for strengthening the diplomatic service, primarily as an independent and special type of political and legal civil service.
