LEGAL FOUNDATIONS OF PROSECUTORIAL SUPERVISION IN ENSURING THE ALLOCATION, USE, AND PROTECTION OF LAND PLOTS IN THE AGRARIAN SECTOR OF UZBEKISTAN

Abstract

The article examines the legal and organizational aspects of prosecutorial supervision over the enforcement of land legislation in the Republic of Uzbekistan. Particular attention is paid to land plots, especially agricultural land, with regard to their allocation, use, and protection as a priority area of prosecutorial oversight. The study analyzes key types of violations of land legislation, including the unlawful alteration of the legal status of land plots, the withdrawal of agricultural land from circulation, and the unauthorized occupation and misuse of irrigated land. The article explores the evolution of land-related legislation since independence, as well as institutional reforms within the prosecutorial system aimed at enhancing the effectiveness of supervision in land relations. It substantiates the conclusion that the effectiveness of prosecutorial supervision depends not only on the application of enforcement measures, but also on analytical activities focused on identifying the causes and conditions of land-related offenses, improving legislation, and ensuring the prevention of violations. In addition, the current criminal legislation is critically assessed with regard to liability for offenses involving agricultural land plots. The author proposes scientifically grounded recommendations to strengthen criminal law protection of agricultural land as a strategically significant national resource.
