NEW INSTRUMENTS OF PREVENTIVE REGULATION OF PUBLIC PROCUREMENT IN UZBEKISTAN: INSTITUTIONAL AND LEGAL INNOVATIONS

The article examines institutional and legal innovations of preventive regulation in public procurement in the Republic of Uzbekistan introduced by Presidential Decree N 259. The current practice of public procurement regulation is analyzed, and the limitations of the reactive control model focused on ex-post detection of violations are identified. Particular attention is paid to the development of ex-ante and risk-oriented mechanisms, the shift of regulatory focus toward the planning and preparation stages of procurement, as well as the introduction of a new competitive method — the request for proposals. The study concludes that the implemented reforms create institutional prerequisites for improving efficiency, competitiveness, and performance of public procurement and highlight the need for further development of preventive regulatory instruments.
