SPECIFIC FEATURES OF UNDERSTANDING AND USING AN ADMINISTRATIVE AKT

This article analyzes the theoretical and practical aspects of the concept of an “administrative document” as used in the Law on Administrative Procedures and examines the issue of replacing this term with the broader concept of an “administrative act. Based on the current legislation, the study demonstrates that an administrative document encompasses not only decisions in written form, but also oral, symbolic, and other forms of external expression that produce legal effects. In addition, the experience of the legal systems of Germany, Switzerland, and France is examined from a comparative legal perspective, substantiating the broader and more universal nature of the concept of an “administrative act.” As a result, the main features of an administrative act are analyzed, and proposals for improving the legislation of the Republic of Uzbekistan are put forward by the author.
