Abstract

This article analyzes the legal status of higher education institutions as entrepreneurial entities and their role in innovation commercialization using a comparative legal approach. The study examines the entrepreneurial university concept, the Triple Helix model, and legal mechanisms for intellectual property management, technology transfer, and spin-off formation. Based on the experience of the United States, Germany, and South Korea, effective regulatory models are identified. The findings show that although Uzbekistan provides a legal basis for university entrepreneurship, gaps remain in intellectual property regulation, revenue distribution, and institutional infrastructure. The article proposes improving legislation, adopting a model intellectual property policy, and strengthening technology transfer mechanisms.
