GENDER-BASED VIOLENCE ENHANCED BY ARTIFICIAL INTELLIGENCE: CHALLENGES TO INTERNATIONAL HUMANITARIAN LAW AND GAPS IN LEGAL REGULATION

This article examines the transformation of gender-based violence under the influence of artificial
intelligence (AI). The rapid spread of deepfakes, automated harassment systems, and algorithmic amplification of
hate speech poses unprecedented challenges to the international human rights protection system. Based on an
analysis of UN statistical data, UN Women documents, a comparative legal study of 24 national AI regulatory
strategies, and relevant international conventions, systemic gaps in legal regulation are identified. The author
substantiates the thesis that existing international treaties, including the Budapest Convention on Cybercrime and
the Istanbul Convention, do not cover the specifics of algorithm-mediated violence. The article proposes avenues
for harmonizing international law in light of technological realities, including the development of an additional
protocol, the implementation of "safe by design" principles, and the extension of liability to platform developers.
