One of the most important directions of reforming the health care system at the current stage is to create a competitive environment in training, retraining and upgrading the skills of personnel with mature and deep knowledge in the field, forming an effective system of professional development of employees based on advanced foreign experience, medical science is to increase the effectiveness, quality and popularity of local medical care through development. Creating the legal basis of the healthcare system was one of the important tasks of the time. In the implementation of these measures, first of all, the need to create legislation related to health care and develop a reform strategy, as well as the reforms carried out by foreign governments, were highlighted.
