Modernization reforms implemented in Uzbekistan are aimed at creating decent living conditions for every citizen through the development of civil society. The development of civil society is dialectically interrelated with the level of political and legal culture of the population. This article examines the nature and mechanisms of public oversight as one of the important functions of civil society institutions in the context of digital transformation, using methods such as systems analysis, comparison, generalization, and deduction. The article demonstrates that the successful activities of NGOs and local governments lead to increased public oversight.
