The purpose of this study is to create modern textbooks based on the CEFR criteria for teaching Arabic in higher education institutions in the field of philology. We suggested that in the formation of textbook creation technology, it is necessary to analyze the textbooks created so far, analyze the shortcomings listed by scientific researchers, and take into account the requirements for creating a textbook. The principle of adapting the CEFR criteria to the cultural environment was taken as the main principle.
