THE PROCESS OF REFORMING SELF-GOVERNMENT BODIES IN UZBEKISTAN AS AN IMPORTANT INSTITUTION OF CIVIL SOCIETY

This article analyzes the process of reforming citizens’ self-government bodies in Uzbekistan as an important institution of civil society based on a systematic and comprehensive approach. The study examines the historical formation of the mahalla institution, its legal and regulatory framework, its role in the decentralization of public administration, as well as its functional capacities in ensuring public participation. In addition, the content and essence of reforms aimed at improving the mahalla institution during the years of independence—particularly within the framework of strategic documents adopted in 2017–2023—are revealed. The research also analyzes the role of self-government bodies in the fields of social protection, public oversight, crime prevention, and work with families and women, and scientifically substantiates their significance for the sustainable development of civil society.
