Abstract

This article examines classifications of levels of public participation in practical and guidebooks, academic works, and other sources. It is found that different classifications and names of levels of public participation lead to confusion and incomplete provision of political rights. This study clarified the differences in these sources and proposed a new classification of levels of public participation.
