Zamonaviy jamiyat axborot texnologiyalarining jadal rivojlanishini boshdan kechirmoqda. Bu nafaqat kommunikatsiyani, balki jinoiy faoliyatning tabiatini ham tubdan oʻzgartiradi. Axborot texnologiyalar sohasida transmilliy jinoyatlar global muammo tugʻdirib, milliy chegaralardan oʻtib, jinoiy tarmoqlar bir vaqtning oʻzida bir nechta yurisdiksiyalarni qamrab oladi. Raqamli makonning oʻziga xos murakkab holati va texnologiyalar shiddat bilan rivojlanib borayotganligidan kelib chiqib, axborot texnologiyalari sohasidagi transmilliy jinoyatlarga qarshi kurashishda konvensional va institutsional mexanizmlarni takomillashtirish zarurati yuzaga kelmoqda.
